Anchor Consulting Engineering and Inspection, Inc. (Anchor) is a woman owned, full-service engineering firm located in Panama City, Florida serving Northwest Florida with experience and integrity.


Anchor was founded by two individuals, Ms. Elizabeth Syfrett Moore, PE, President and Ms. Brittany Trumbull, PE, Vice-President, with a strong commitment to the area and our team has a personal commitment to provide a quality product that our client and Anchor are proud to share with our friends and family.

Anchor provides civil design, utility design and strategic funding solutions to both public and private clients. Anchor also specializes in construction administration and construction engineering and inspection for civil design projects including RCS and EEO services. It is the goal of Anchor to provide a quality service, effective communication, and a superior product in a timely manner that meets the specific needs of our clients.

Anchor's team members have extensive experience providing grant administration and strategic funding, civil and site design, construction administration and inspection services to our Northwest Florida clients. As a growing firm, with an assertive and tenacious attitude towards our work, we set for ourselves a higher-caliber goal, to be better each day, with each client, on each project. Elizabeth Moore, P.E.
President
Upon graduation from the University of Florida with a degree in Civil Engineering, Mrs. Moore began her career as the City Engineer for the City of Callaway (1995-1997). She then returned to the University of Florida for her Master’s degree in Construction Management (1997-1998). In 2001, Ms. Moore obtained her Florida Professional Engineering License (PE #57607). In 2015, Ms. Moore and Ms. Trumbull founded Anchor CEI, Inc. Ms. Moore’s experience includes minor roadway design, utility design, regulatory permitting, traffic analysis, storm water system design/master planning, water and wastewater design, master planning, grant writing construction administration, and engineering services during construction/inspection services.

Brittany Trumbull, P.E.
Vice President
Upon graduating from Auburn University with a degree in Biosystems Engineering with a concentration in Environmental Engineering, Mrs. Trumbull began her career as a project engineer for Preble-Rish, Inc. (2011-2015), where she managed multiple civil engineering projects. In 2015, Ms. Trumbull and Ms. Moore founded Anchor CEI, Inc. Ms. Trumbull’s experience includes minor roadway design, sidewalk design, utility design, site design, regulatory permitting, traffic analysis, stormwater system design/master planning, water and wastewater design, master planning, grant writing construction administration, and engineering services during construction/inspection services

Bryan Osborn, P.E.
Senior Project Manager/Business Development Manager
Upon graduating with a Bachelor of Science in Civil Engineering from the University of Missouri in December 2003, Mr. Osborn began his civil engineering career as a Design Engineer with OWN based out of Joplin, Missouri. In July 2015, Mr. Osborn relocated to Destin, Florida to open the first OWN office location in Florida. Mr. Osborn joined Anchor in January 2025 as a Senior Project Manager and Business Development Manager. Mr. Osborn’s experience includes designing and permitting land development projects such as subdivisions, apartment complexes, and commercial projects.

Rush Rodney
Civil Engineer/Project Manager
Before graduating from Florida State University with a Bachelor of Science in Civil and Environmental Engineering degree in 2023, Mr. Rodney began his career at Anchor as an engineering intern in 2022. and in 2023 Mr. Rodney was promoted to an Anchor Project Manager. He has 3 years of civil design experience, including water and wastewater design, stormwater design, utility design, site design, roadway and recreational design.
Emily Thomasee
Project Manager
Upon graduating from Florida A & M University with a Bachelor of Science degree in 2008 and a Master of Architecture in 2010, Mrs. Thomasee began her career at VBA Design Inc. (2013-2017) as a Production Director. In 2017, Mrs. Thomasee began at Anchor as a Project Manager. In 2021, Mrs. Thomasee obtained licensure to practice as an Architect in the state of Florida in 2021. She has 11 years of design and construction administration-related experience and 5 years of experience working on disaster recovery projects.

Jacob Brock, E.I.
Project Engineer and Resident Compliance Specialist
Upon graduating from Florida State University with a degree in Civil Engineering, Mr. Brock began his career as an engineering intern for Anchor CEI, Inc. in 2023. In 2024, Mr. Brock graduated from Florida State University with his Masters. Upon which he returned to Anchor to work full time as a project engineer. Mr. Brock’s experience includes minor roadway design, sidewalk design, utility design, site design, regulatory permitting, traffic analysis, stormwater system design/master planning, water and wastewater design, master planning, and engineering services during construction/inspection services.

Bill Silcox
CAD/GIS Senior Specialist
Bill Silcox has 32 years of drafting experience as well as 2 years of GIS Mapping Experience with Bay County. Mr. Silcox has experience in the fields of civil, survey, piping, architectural, and structural design. Mr. Silcox is experienced in AutoDesk Civil 3D and ESRI Arc GIS software. Mr. Silcox has been with Anchor for 5 years and 30 years with other professional engineering and design firms.
Trace Newman
CAD Specialist
Upon graduating from Chipola College with an Associates of Science degree in Civil Engineering Technology, Mr. Newman worked for Geopoint Surveying preparing topographic surveys, elevations, boundary surveys, layouts, lot surveys, wetland surveys and more. Mr. Newman also previously worked for HSA Consultants Group as a transportation CAD technician. Mr. Newman recently joined Anchor in 2023.
Mandy O'Regan
Planning/Permit Technician and Construction Administration
Mrs. O'Regan graduated with a CAD Certification and an Associates of Art from Front Range Community College in 2021 and 2022, respectively. Mrs. O'Regan has worked in the engineering related field for over 20 years. She began her career at CDMSmith, Inc. in Tallahassee, Florida and also worked with Elizabeth Moore, P.E. and Brittany Trumbull, P.E. at Preble-Rish, Inc. in Panama City, Florida. During her stay in Fort Collins, Mrs. O'Regan attended college and also worked as Planning Technician/Junior CAD Tech at TST, Inc. in Fort Collins, Colorado. Mrs. O'Regan joined Anchor as a Planning/Permit Technician in December of 2020.

Jeremy Leb
CEI Inspector
Jeremy Leb attended Georgia Southern University for Small Business Entrepreneurship and Business Economics. Mr. Leb has over 10 years of experience in construction inspection, CAD design, and project management services throughout Florida and Georgia. Mr. Leb joined Anchor as a CEI Inspector in 2023.
