Anchor CEI, Inc. is a woman owned, full-service engineering firm located in Panama City, Florida serving Northwest Florida with experience and integrity.


ACEI provides construction administration services, civil design, utility design and strategic funding solutions to both public and private clients. ACEI also specializes in construction engineering and inspection of roadways and pedestrian facilities including RCS and EEO services. It is the goal of ACEI to provide a quality service, effective communication, and a superior product in a timely manner that meets the specific needs of our clients.

Although our ACEI team members have more than 32 years of experience providing design, inspection and strategic funding services to Northwest Florida clients, ACEI is a new, young and ambitious firm that is eager to establish our firm as a qualified, competent and responsive company that will serve as an indispensable attribute to our clients. Our firm was founded by two individuals with a strong commitment to the area and our team has a personal commitment to provide a quality product that our client and ACEI are proud to share with our friends and family.

Ms. Elizabeth Syfrett Moore, PE, President and Ms. Brittany Trumbull, PE, Vice-President are the founders of ACEI.
Elizabeth Moore, P.E.
President
Upon graduation from the University of Florida with a degree in Civil Engineering, Mrs. Moore began her career as the City Engineer for the City of Callaway (1995-1997). She then returned to the University of Florida for her Master’s degree in Construction Management (1997-1998). In 2001, Mrs. Moore obtained her Florida Professional Engineering License (PE #57607). In 2015, Mrs. Moore and Mrs. Trumbull founded Anchor CEI, Inc. Mrs. Moore’s experience includes minor roadway design, utility design, regulatory permitting, traffic analysis, storm water system design/master planning, water and wastewater design, master planning, grant writing construction administration, and engineering services during construction/inspection services.

Brittany Trumbull, P.E.
Vice President
Upon graduating from Auburn University with a degree in Biosystems Engineering, with a concentration in Environmental Engineering, Mrs. Trumbull began her career as a project engineer for Preble-Rish, Inc. (2011-2015), where she managed multiple civil engineering projects.

Emily Thomasee
Project Manager
Mrs. Emily Thomasee serves as a Project Manager with Anchor CEI. Currently she is subcontracting with Hagerty Consulting supporting the DR4399FL Hurricane Michael Recovery efforts. Mrs. Thomasee served as the Site Inspection Task Force Leader for the School Board of Bay County managing a team of 50+ Architects and Engineers from 6 independent firms conducting 1,100+ site inspections on behalf of FEMA. Her responsibilities include training local architects and engineers, reviewing FEMA site inspection packages for accuracy to ensure the accuracy of 428 capped grants, coordinating with FEMA Technical Specialists, and finalization of Damage Description and Dimensions. Additionally, she supports 428 project development through Quality Assurance/Quality Control reviews. Overall, she has over 8 years of experience working in the architecture and construction administration industry. Prior to working with Anchor CEI, Mrs. Thomasee worked as a Project Manager for a private sector architecture firm.
Daryl Ball
Inspector
As an Inspector, Mr. Ball has been involved in various projects ranging from a large municipal sports park project, as well as inspection of roadway improvements for various cities and counties in the Florida Panhandle.

Jeremy Leb
Inspector and Operations Associates
Jeremy Leb has 10 years' experience in construction inspection, CAD design, and project management services throughout Florida and Georgia. Mr. Leb attended Georgia Southern University for Small Business Entrepreneurship and Business Economics.
Bill Silcox
CAD/GIS Senior Specialist
Bill Silcox has 32 years of drafting experience as well as 2 years of GIS Mapping Experience with Bay County. Mr. Silcox has experience in the fields of civil, survey, piping, architectural, and structural design. Mr. Silcox is experienced in AutoDesk Civil 3D and ESRI Arc GIS software. Mr. Silcox has been with ACEI for 2 years and 30 years with other professional engineering and design firms
