Anchor provided Owner Representative Services (project management) and construction engineering and inspection services for this Bay County Tourist Development Council-funded project which included the construction of a nearly $40 million premier sports tourism and community recreation venue in Panama City Beach, Florida.

 

This sports complex was built on a 160-acre tract and boasts 9 artificial turf fields with advanced cooling technology, four natural grass fields, state of the art 30- to 50-foot candle LED sports lighting on all 13 fields, Wi-Fi access throughout complex, tournament buildings, and multiple concession stands.  To support the park more than 1,000 parking spaces were constructed, as well as, a 4-lane, 1-mile long, entrance road, with thousands of yards of sidewalks and multiple scenic boardwalks.

 

Anchor served as the Owner’s Representative and also provided Construction Engineering and Inspection Services for the project. The project was funded and developed by the Bay County Tourist Development Council while Bay County provided heavy oversight.  Anchor worked with the company that was selected to manage the facility once operational to ensure their specific needs for the operation of the park were also met. Anchor provided design oversight of a third-party design firm.  Anchor also assisted owners with developing the bid documents, issuing addenda, evaluating the bids, value engineering the project and ultimately selecting the General Contractor for the project. Once the Contractor was selected, Anchor oversaw the construction and reported on the progress of construction to the Owners at their monthly public meetings and during frequent developmental and progress meetings.    


The oversight of the project included monitoring construction progress, managing cost overruns, providing construction design services when design problems were encountered, assisting with issuing the municipal bonds for the project, and general construction troubleshooting. Anchor also managed the procurement of the architects, building contractors, concession equipment, office furniture as well as the artificial turf, fencing, goals, scoreboards and all of the delivery, installation, and billing for each.
